"Information technology should enable government to better serve the American people. But despite spending more than $600 billion on information technology over the past decade, the Federal Government has achieved little of the productivity improvements that private industry has realized from IT. Too often, Federal IT projects run over budget, behind schedule, or fail to deliver promised functionality. Many projects use “grand design” approaches that aim to deliver functionality every few years, rather than breaking projects into more manageable chunks and demanding new functionality every few quarters. In addition, the Federal Government too often relies on large, custom, proprietary systems when “light technologies” or shared services exist.

Government officials have been trying to adopt best practices for years – from the Raines Rules of the 1990s through the Clinger Cohen Act and the acquisition regulations that followed. But obstacles have always gotten in the way. This plan attempts to clear these obstacles, allowing agencies to leverage information technology to create a more efficient and effective government."

Five government sites using Drupal effectively

GovFresh: Why is Drupal important to the the Federal government? That is the main topic I will cover in a 3-part series here on GovFresh. I’ll start with some high-profile examples of who is using Drupal effectively in government and why Drupal is a great fit for what these sites are trying to achieve. My second post will focus on the unique aspects of providing web content management for government that are relevant for Drupal (i.e. what can Drupal learn from Government?).

Drupal in the Federal Government

I do my best to keep my two IT world's separated. One of those worlds of course is my obsession with content management systems which includes this blog and numerous discussions with almost anyone interested in CMS. The second world is my IT position as a federal employee for a small government field office. In order to avoid conflicts of interest, rarely do I allow those two worlds to cross one another. You'll find very little mention on this blog of my work for the federal government. At the same time, very few people in my agency are even aware of my CMS side hobby.

Earlier this week, Lullabot's Jeff Robbins posted an article about his company giving Drupal on-site training to employees within the Department of Commerce. In his post Jeff discusses the interest those employees have in Drupal as well as mentioning that the door continues to widen for Drupal in the federal government.

We had a great week of on-site training at the Department of Commerce in Washington, DC last week. They've already launched recovery.commerce.gov in Drupal and they're currently in the process of rebuilding Commerce.gov as a Drupal site. We spent the week with their team making sure that they understood not only how to build and present a Drupal site, but also the benefits of the Drupal community. They're a smart bunch and it's always fun to watch the synapses sparking as people realize all of the ways that they can snap together Drupal's pieces to create interesting web functionality.

There seems to be quite a buzz around Drupal in the government and as the Commerce team walked around the building with Drupal books under their arms, they got lots of comments from people in other bureaus, saying, "Oh! Drupal! We're thinking about using Drupal." Word is starting to get around about Drupal as a great platform for government websites.

Jeff Robbins is correct in saying that until recently, there was a lot of hesitation to using open source CMS such as Drupal for government portals and content delivery. I know earlier this decade my agency's Webmaster had considered using Drupal before deciding to build the agency's own CMS in-house. During this time period Drupal 4.5 was available but while my interest in information systems was growing, I had never really looked into Drupal (Mambo was in the open source CMS headlines back then) . However, just the possibility of my agency considering the use of Drupal during that time helped motivate me to learn more about Drupal.

US Federal Government Cookie Policy Under Review

CMS Wire: "Over the last few months, there has been a great deal of activity at the most senior levels of the US Government discussing the use of persistent cookies on federal agency web sites. If you are a Federal Web Manager or Web Analyst, you are painfully aware of the constraints on using cookies and the limitations it causes to a more accurate definition of unique visitor, and some of the more advanced segmentation features available in web analytics solutions."

WhiteHouse 2.0

There has been a huge transformation this year at WhiteHouse.gov. Blogs, RSS feeds, and connections to social networking sites are being fully utilized at the President's website. Those of us that have worked in information technology positions for the federal government have experienced first hand just how slow bureaucracies can be in taking advantage of newer technologies. From my perspective, it is almost surreal to see references to Web 2.0 from a website for an office that once didn't allow the President of the United States to send emails or even use a smart phone.

Let's hope the President's views on content management and social publishing trickles down to the rest of the Executive branch.

WhiteHouse 2.0

In the President’s last Weekly Address, he called on government to "recognize that we cannot meet the challenges of today with old habits and stale thinking." He added that "we need to reform our government so that it is more efficient, more transparent, and more creative," and pledged to "reach beyond the halls of government" to engage the public. Today the White House is taking steps to expand how the Administration is communicating with the public, including the latest information and guidance about the H1N1 virus. Technology has profoundly impacted how – and where – we all consume information and communicate with one another. WhiteHouse.gov is an important part of the Administration’s effort to use the internet to reach the public quickly and effectively – but it isn’t the only place.

First U.S. Federal CIO: Vivek Kundra

The United States federal government finally appoints the country's first Chief Information Officer.  For a bureaucracy that is having a difficult time handling a President that wants a computer in the Oval Office and a Blackberry in his hand, I'd say the new CIO has his work cut out for him.

The U.S. government's first CIO, Vivek Kundra, introduced himself today as someone who will act aggressively to change the federal government's use of IT by adopting consumer technology and ensuring that government data is open and accessible.

Kundra also wants to use technology such as cloud computing to attack the government's culture of big-contract boondoggles and its hiring of contractors who end up "on the payroll indefinitely."

Accessibility of Internet sites is very huge within the federal government and addressed by Section 508 of the Rehabilitation Act, 1998.

In 1998, Congress amended the Rehabilitation Act to require Federal agencies to make their electronic and information technology accessible to people with disabilities. Inaccessible technology interferes with an individual's ability to obtain and use information quickly and easily. Section 508 was enacted to eliminate barriers in information technology, to make available new opportunities for people with disabilities, and to encourage development of technologies that will help achieve these goals. The law applies to all Federal agencies when they develop, procure, maintain, or use electronic and information technology.

About every Webmaster that I've talked to about accessibility, inside and outside of the federal government, agrees with the goals of accessibility. They're just not sure how best to design and manage their pages due to the rapidly changing online technology.
